You are unable to download a new license if the website detects that you already have a valid license, or have exceed your license quota.
If the freeloader license client detects that you require a new license but upon loading the license download page of the web site displays that you already have a valid license, it is likely that you are trying to license more than one PC - this is prohibited and not supported. You can only download one license to one PC and so it follows that freeloader games requiring a license can only be played on that computer.
